A FRESH take on emergency dispatch

When we communicate, sound travels in waves made up of compression and rarefaction. Compression happens first, and occurs when molecules are forced together. Rarefaction, its opposite, occurs when molecules are given space and allowed to expand.

We believe in the symbolism and principles of rarefaction: allowing space for new ideas and principles to expand and thrive, and minimizing the compression that occurs all too frequently.

Founded out of an idea sparked in 2016 by two Communications Center Managers, Rarefaction Solutions (RFact) combines a bold vision, fearless approach, and industry expertise to provide contemporary solutions to traditional problems. We’ve worked every position in the Dispatch Center from call-taker to director, and have broad experience in all three major disciplines (Police, Fire, and EMS).

We have additionally expanded our expertise to other government and private endeavors, including work in the Oil and Gas, Public Health, and Food Compliance industries, with focus on software development, project management, and operational efficiency.

Why We’re Different

Very few solution providers focus primarily on Public Safety, and even more rare is the company that targets Dispatch Operations. They’ll send you someone that’s never seen the inside of a Communications Center and doesn’t understand your unique needs. Not us. We serve Dispatch Centers as our primary focus, and we’ve spent our entire careers there. We know who you are, what matters most to you, and how to navigate through the complexity that is Public Safety Dispatch.

The RFact TEAM

KIEL LAMAR, ENP, PMP

Managing Partner

The son of a 9-1-1 dispatcher, Kiel got his start in 9-1-1 in early 2005 with the California Highway Patrol in Rancho Cordova and spent the next 8+ years serving in various capacities within CHP’s dispatch operations. This included providing hands-on supervision at three of CHP’s Northen California dispatch centers (Rancho Cordova, Benicia, and Stockton) and running the dispatcher training academy in West Sacramento for four years during a time of immense change – spearheading new policy creation, obtaining organizational POST certification, and rolling out a statewide CAD implementation.

After leaving CHP to work as a CAD analyst for TriTech Software Systems (now CentralSquare), Kiel has worked on multiple facets of technology development and implementation, with a prime focus on public safety technology. He has worked as an analyst for CAD, an implementer of RMS, and as head of Project and Product Management in Next-Gen 9-1-1. Kiel also returned to the PSAP, managing the Contra Costa County Fire Protection District dispatch center, where the idea for RFact was born.

He holds an MBA with a focus on Management and Strategy and is professionally certified as a NENA Emergency Number Professional (ENP), a Project Management Institute Project Management Professional (PMP), and a Disciplined Agile SCRUM Master (DASM). Kiel currently also serves on the CALNENA Executive Board as the VP of Training & Social Media.

JP Cockrell

Managing Partner

JP has spent the past 17 years in dispatch operations and serves as RFact’s Subject Matter Expert. Ambitiously climbing the ranks from dispatcher to director, she has made a career in EMS and Fire dispatch centers and has extensive experience evaluating and improving operational efficiency for both public and private entities.

Attaining an expertise in dispatch center management and efficiency improvement has come as a result of running operations during times of immense change throughout Northern California. In addition to serving as a supervisor in Modesto and Santa Rosa, JP led American Medical Response’s (AMR) Contra Costa dispatch center during a revolutionary Public-Private partnership, which included integrating into Contra Costa Fire’s dispatch center and hiring 20-plus EMS dispatchers. She also directed AMR Sacramento during a merger of two independent dispatch centers, new policy creation and enactment, and technology updates, all of which required extensive workforce and staffing review, analysis, and implementation. She is currently working as a medical transport dispatcher in Idaho.
